KATHMANDU: Outgoing Chief Minister Kedar Karki of Koshi Province has filed a writ petition at the Supreme Court challenging the appointment of a new Chief Minister on Thursday. The newly appointed Chief Minister is Hikmat Karki, who serves as the parliamentary party leader of CPN-UML and has been appointed to the position for the third time. Province Chief Parshuram Khapung made the appointment.
According to constitutional provisions outlined in Article 168, Province Chief Khapung invited any parliamentarian capable of securing a vote of confidence in the provincial assembly to stake their claim for the position of Chief Minister. Kedar Karki initially proposed himself as Chief Minister to Parshuram Khapung, with the support of 52 MPs, including 39 from UML and 13 from the Maoist Center, resulting in his appointment.
In the writ petition submitted to the Supreme Court, Kedar Karki seeks the annulment of the Speaker’s decision to initiate the formation of a new government in the province and the appointment of a new Chief Minister. The hearing for this case has been scheduled for Friday, where the Supreme Court will deliberate on the matter.
